In this talk, we go into the dynamics that shape public sector IT, and why accountability and transparency make it harder to protect citizen information. Solutions that you would think would be relatively simple -- such as removing or tokenizing SSNs, for example -- suddenly aren't when it comes to interconnected legacy systems. Technology that works just fine, in a highly structured environment where secrecy is required, breaks down into little soggy bits when the mandate of an organization is to report and share data. We look at some example datasets and how they might be secured in the current environment, and then talk about what citizens can do to help resolve the inherent conflicts they originally helped create.
